Job Description
A. Context 

As per the provisions of the National Disaster Management Act, 2010 NDMA has formulated a prospective ten-year ‘National Disaster Management Plan’ (NDMP) from 2012 to 2022 and the national DRR policy in 2013. The objective of plan formulation was to manage the complete spectrum of disasters including: pre, during & post disaster phases and to steer the institutional and technical direction of disaster risk management in Pakistan. NDMP aims to strategize mitigation measures towards the human losses and economic damages caused by the frequent disasters in the country. The national DRR policy seeks to promote priority measures to ameliorate the disasters vulnerability and to build community resilience in Pakistan. The policy serves as a guiding framework in integrating DRR into development plans.

UNDP Pakistan has initiated a five-year program (2013 – 2017) to support the objective of the above-mentioned national DRM and DRR policy. The programme is structured around 3 pillars of activities: (1) Institutional development support and strengthening the government disaster management organizations at national, provincial and district level, (2) Support to community resilience building for at-risk communities in the disaster prone districts taking into account the 25 nominated high-risk districts specified in the National Disaster Management Plan and (3) Technical support to the development and application of building codes and regulations for engineered and non-engineered construction with focuses on seismic and flood risk mitigations.

B. Functions/Key Responsibilities 
Under the direct supervision of the Disaster Risk Management Specialist / DRR in Pakistan Project Manager, the Research Analyst will provide technical inputs to strengthen and improve the coordination, monitoring and evaluation as well as research component of the DRR in Pakistan project, with the key functions summarized below: 1. Provides support for project planning and result based management
2. Ensure effective monitoring for the achievements of the project results & evaluation of project impact
3. Support in Partnership development and ensure adequate database of partners and project beneficiaries
4. Ensure quality of periodical reporting of the progress and documentation of lessons learnt/case studies
5. Produce DRR-related research output on the current development of DRR in the country
Provision of support for project planning and result based management
Specific tasks will include the following:
• Contribute in programme strategy and proposal development processes.
Ensuring monitoring of the project results and evaluation of impact
Specific tasks will include the following:
• Ensure effective oversight of the project activities in line with the UNDP policy on monitoring and standard operating procedures, and Result Based Monitoring tools;
• Undertake baseline and impact surveys to measure the programme’s impact on diverse range of beneficiaries ;• Support and monitor in ensuring project activities achieve their desired results;
• Ensure capture of issues and lessons; discern what issues have emerged during project implementation;
• Collect monitoring evidence that the Outputs are being produced as intended and efficiently;
• Ensure that monitoring evidence reliably informs whether the project outputs being generated remain relevant to achieving the outcome;
• Enhance project impact through knowledge sharing and recommendation to partners to adopt international best practices;
• Assist and participate in monitoring and evaluation internal or external missions
Ensuring periodical reporting of the progress and documentation of lessons learnt and case studiesSpecific tasks will include the following:
• Prepare regular reports on activities, outputs and outcomes and extract relevant reports including quarterly progress reports, annual progress reports, project briefs and any other document for reporting;
• Liaison with UNDP Country Office (CO) for all reporting and coordination;
• Identify and document lessons learned and case studies including critical success factors, opportunities for improvement
Produce DRR-related research output on the current development of DRR in the country
Specific duties may include:
• Develop and operationalize the research design/methodology for the project
• Contribute to the development of thematic concept notes, publications, presentations and other related tasks
• Undertake systematic and organized research on project issues, on a regular basis as prioritized in the work plan of the project and study reports;
• Consolidate baseline studies, action research, and project case studies for policy dialogue;
• Document lessons learned through best practices and interactions and disseminate information through active participation in programming networks;
• Assist structuring of the research and methodology plan by developing concrete research plans, assisting in the supervision of fieldwork, and compilation of final documents;

Recruitment Qualifications & Experience
  • Masters degree in Disaster Management and development-related fields.
  • At least 1 year of relevant research experience on DRR and Development.
  • Excellent writing skills with demonstrable experience in drafting analytical reports, concept notes, briefing papers, policy papers, Op-Eds and research papers/studies relevant to project context

Fluency in written and spoken English and Urdu required.

Other Competencies
• Working experiences with the United Nations or international organizations • Familiarity working with development partners, government and academic partners• Experience in designing, developing and operationalizing research projects and methodologies – particularly with development and academic partners• Knowledge of social, economic, and political context of Pakistan• Able to meet deadline and coordinate with colleagues and other professionals from various backgrounds.
