Overview:
The Cluster Coordinator will provide
high-level field programs support for the MNCH Services Project in the
areas of maternal, newborn and child health field program initiatives.
He/She will provide managerial oversight and guidance to the
district-level field program initiatives working closely with the Field
Program Manager.
This position is responsible for working directly
with project direct hires at the district level to ensure smooth
project implementation and that resources are applied appropriately
(e.g. human, financial and materials).
Responsibilities include
providing leadership and program guidance in the development and
implementation of practical activities in the districts over the life of
the project, utilizing cross-cutting approaches such as performance and
quality improvement and in-service training/pre-service education;
ensuring the technical and methodological soundness of MNCH activities;
and ensuring the timely, high-quality implementation and reporting of
project activities.
Responsibilities:
- Act a Project Focal Point for given cluster (A group of districts).
- Maintain
coordination with all stakeholders which include Deputy Commissioner,
District Health Officer, MNCH Focal Person, DC LHW Program, Cluster
Coordinators HSS, MCH Program Partners, DPWO, Regional and District
Managers PPHI Social Welfare Officers etc.
- Mentor and support
field program staff members and provide management and oversight for all
coordination, technical and community mobilization professionals staff
so that technical approaches are translated into effective work plan and
activity level implementation.
- Provide programmatic leadership support to DC and help to set priorities for the project at field level.
- Represent MCHIP interests at cluster level public and professional circles through meetings, conferences and presentations.
- Provide
program technical assistance, and capacity development for local
government, partner facility and NGO staff to gain knowledge and skills
to manage MNCH services within the districts.
- Identify and disseminate best practices in field program management.
- Support
field teams in developing detailed district-level activity plans for
all project initiatives. Drive the activity matrix content development
within the annual work planning process.
- Coordinate actively and regularly with MCHIP field staff and HO team for effective implementation of program activities.
- Track implementation pace and ensure availability of all required inputs / resources for effective results.
- Prepare / compile and share required reports as per given time lines.
Skills and Qualifications:
- Masters in Social Science.
- Minimum
of Five (5) years of practical field experience at the mid- to
senior-level; designing and implementing field-based programs focused on
maternal, newborn and child health; capacity building; and service
delivery improvement.
- Outstanding project/program management
skills demonstrated through strong management experience in donor-funded
initiatives; management experience with USG-funded projects is an added
advantage.
- Should have good experience of managing large, diverse and technical teams.
- Proven
ability to coach, mentor and develop field program implementation
capacity in individuals and institutions in the areas maternal, newborn
and child health, and performance and quality improvement.
- A strong understanding of the Pakistani health care system; must have strong contacts in the Sindh health sector.
- Strong Interpersonal, team management, ICT and report writing skills.
- Excellent skills in facilitation, team building and coordination required.
- Proficient verbal & written communication in English, Urdu & Sindhi and good presentation skills.
