Technical Assistance to a Sindh policy and budget framework for community-driven local development

The overall objective of the project of which this contract will be a part of is to facilitate the task of the Government of Sindh in developing and monitoring a poverty-reduction strategy.
The purpose of this contract is to assist the Government of Sindh in developing, institutionalising and monitoring a dedicated policy and budget framework for a poverty-reduction strategy for urban and rural Sindh, with a specific focus on a community-driven local development (CDLD) policy.
Team Leader
The Team Leader will be responsible for overall project implementation, coordination and supervision of the short term non-key experts. S/He shall be based in Karachi, but might have to undertake missions in the rest of the country, notably in Sindh and in Islamabad. S/He will be entitled to working from home for a fraction of his/her time, notably during years 2 to 4 (when S/He is not full-time based in Pakistan), to be defined in the Organisation & Methodology.
The Team Leader will be the primary point of contact for the EU Delegation and Government officials. The Team Leader’s direct involvement in specific result areas will depend upon his/her experience and will be defined in the Organisation & Methodology to be proposed by the Contractor.
Qualifications and skills
- A University degree, or equivalent, in Public Policy and Administration, Economics, Development Studies, Political Studies, Monitoring and Evaluation, Law, or a directly related discipline (MR).
- Post graduate studies and/or specific trainings in sub-national governance or in Development studies (PR).
- Full working knowledge of English and excellent report writing skills (MR).
- At least 10 years professional experience (MR).
- At least 8 years' professional experience in developing countries (MR).
- At least 5 years' experience as Team Leader implementing projects with Government authorities (MR), while coordinating with other donors and Civil Society Organisations (PR).
- Professional experience in Pakistan (PR).
- At least 8 years' experience in one or more of the following areas: decentralisation processes (fiscal, political, administrative) and support to local authorities, Public Sector Reform, Institutional development, legislation / regulation / local development within the framework of decentralisation, capacity building, designing and implementing Government Monitoring & Evaluation schemes, planning & budgeting for sub-national governments or equivalent (MR).
- At least 5 years' experience in programs of capacity building of government counterparts (MR).
- Experience in one or more of the following areas: area-based / local development strategies, community development, participatory needs diagnostics (PR).
- Experience with some of the technical and thematic work areas of the non-key experts to be deployed under the service contract (PR).
- Experience in policy drafting, preferably in a field related to poverty reduction (MR).
- Experience in the Monitoring and Evaluation of the impact of projects and policies on poverty reduction (MR).
- Experience in drafting ToR for assignments of non-key experts and oversight of their work (MR).
- Experience in public financial management, government financial processes and budget allocations, MTEF, etc (PR).
