Background:
The Pakistan Humanitarian Forum (PHF) is a forum of international humanitarian organisations in Pakistan. Its purpose is to enhance the coordination, information exchange and collective voice of INGOs operating in Pakistan to enable them to address the humanitarian, recovery and sustainable development needs of the country effectively and efficiently.
PHF Safety is a key service provided by PHF to facilitate improved safety and security risk reduction strategies for humanitarian staff, partners and assets while assisting humanitarian access.
Purpose:
The role of the Head of Service, PHF Safety is to assist NGOs to implement their work by ensuring that organisations have a greater awareness of the security risks and are in a position to navigate and respond to these and other operational challenges in Pakistan.
Main Responsibilities:
Strategic Planning/Management
Provide leadership, management and oversight of the Safety Team objectives and service quality in line with guidance provided by the PHF Country Coordinator, Executive Committee and Membership.
Manage the Safety Team's workplan both internally to PHF and externally by management of donor proposals and reporting ensuring that operational functions are effective to meet programme goals and PHF/donor expectations and commitments.
Responsible for budget lines and financial management in relation to Safety Team in collaboration with PHF Country Coordinator and contributes to PHF fundraising.
Responsible for all travel and leave approvals in the Safety Team ensuring coordination to maintain adequate coverage of service provision.
As a member of the Senior Mangament Team, contributes to PHF reviews and revisions of PHF strategy, policy and programme management.
Establish a culture of learning and excellence in service provision through open, consultative, coherent implementation and strategic programme development.
Policies & Compliance
Ensure that the PHF Safety Team adheres at all times to PHF/ Management Agency Policies.
Review and update Safety & Security policies and procedures for PHF that are rational, support implementation and are integrated and consistent with PHF policy.
Staff Development & Supervision
Develop and provide guidance on individual workplans within the Safety Team and objective settings for each member.
Engage all Safety Team members in regular meetings toward meeting objectives and conduct regular appraisals.
Ensure capacity to deputise representation to Senior Advisor in the Head of Service absence.
Liaison & Representation & Coordination
Develop a sound understanding of the missions and activities of PHF members and of the wider humanitarian community, through regular meetings and conversations to be able to appropriately represent on core issues.
When required, represent PHF to government, donors and UNDSS and UN agencies (under the auspices of ‘Saving Lives Together’ etc.), as well as relevant academic research and training bodies on matters relating to staff safety and humanitarian access.
Provide overall management of meeting attendance ensuring that PHF safety is adequately represented at all security forums.
Present reporting/updates on PHF Safety as necessary
Coordinate and manage support to strengthen regional forums
Conduct field visits – estimated at 10% of time - to regional forums in order to strengthen and support their function.
Information Sharing & Analysis
Provide final editorial approval and consent for all products produced and disseminated by the PHF Safety Team.
Manage team's overall development of information products in a timely way that both responds to members’ needs as well as donor requirements.
Manage team's overall platforms for sharing information and maintain oversight over mechanisms (including mailing lists, SMS network, website, and any new media)
Respond to donors and external stakeholders requests for information - including requests for briefing on risks in all areas of Pakistan
Develop and write articles, briefings, reports and seminar and workshop materials on topics of relevance to PHF members.
Training
Deliver seminars, workshops, and conferences as needed to meet PHF member priorities.
Review all training materials produced for PHF Safety-led seminars, workshops and conferences.
Assist the Country Coordinator in ensuring that PHF staff have appropriate safety & security training.
Other
Provide support to PHF as necessary and required.
Person Specifications:
Education
Masters level qualification in security, international relations, development, communications, journalism, business administration or relevant other. A bachelors level qualification could be accepted if the person has, at least 5 years of experience in a role with security management responsibilities with a humanitarian and/or development organisation including at least 2 years of field experience working in complex working environment in other countries.
Experience
2-5 years experience in managing inter-agency coordination
3-5 years experience working in dynamic and changeable complex operating environments internationally. Previous experience managing/coordinating NGO security/programmes e.g. Sudan, South Sudan, Iraq, Afghanistan, Somalia, Syria or other complex environments.
Demonstrated knowledge or experience working on civil-military issues
5 years experience in leading and managing teams effectively
Desirable:
Familiarity with the UN, INGO, and donor systems in complex emergencies.
Previous experience in field work in Pakistan.
Skills Required
Candidate should have excellent written, oral communication abilities and presentation skills.
Strong leadership capabilities, including diplomacy, discretion, decision-making and crisis management.
An understanding of the Pakistan context; this should include cultures, traditions, social dynamics, the economic and political history and the current economic and political situation as well as regional and geopolitical issues
Ability to successfully manage multiple priorities.
Political/economic/social analysis skills
Wide and in-depth awareness of the current and historic risks faced by aid workers and related mitigation including awareness of current trends, technological tools (communication, GIS and networking platforms), relevant academic research, and operational and training doctrine (Interaction Modules, ECHO security reviews, GPR8, etc.)
Ability to objectively research, analyze and articulate the Pakistan political, social, and economic context.
Able to lead, coordinate and facilitate trainings, workshops, seminars and coordination meetings
Able to be diplomatic and sensitive to differing approaches, opinions and able to find solutions which are mutually beneficial for all parties.
