The Programme
The aim of the Pakistan Evidence and Learning Platform (PELP) is to support DFID's Multi-Year Humanitarian Programme (2015-2019) and Building Disaster Resilience Programme in Pakistan (2015-2021). It will provide a common platform for sharing and leveraging the learnings from humanitarian and resilience interventions in Pakistan. PELP aims to ensure better delivery and policy by promoting iterative learning, knowledge management and adaptive programming across DFID's programmes. It will include a Research and Innovation Fund, as well as the development of accountability and knowledge management mechanisms, working closely with the partners of the MYHP and BDRP programmes. PELP is expected to last for 5 years, starting in June 2016.
The Position
As the Team Leader your key focus will be to lead effective programme implementation, including financial and team management, stakeholder engagement, research, monitoring and evaluation, and delivery of timely and quality outputs. You will have the ability to build rapport with key government institutions and implementers of DFID's humanitarian and resilience initiatives, including UN agencies and NGOs, driving delivery and influencing decision making and efforts. You will possess the ability to control and manage the programme to a successful completion for DFID whilst adding real value to the Government of Pakistan. You will oversee all managerial and technical aspects of the programme, aiding and troubleshooting when necessary, and devise a strategy that will bring sustainable results.
You will be based in Islamabad, with travels to all provinces as and when required for oversight, coordination and stakeholder engagement.
The Person
Essential
  • An advanced university degree (or equivalent) in the fields of international development, statistics, economics, business administration or other relevant.
  • 10+ years of experience monitoring and evaluating donor programme interventions against results chains and logframe targets.
  • Demonstrated track record of effectively monitoring and evaluating humanitarian or resilience programmes.
  • Experience of developing and implementing knowledge management platforms and knowledge sharing strategies, capturing best practices and using feedback loops to feed into improved program design and delivery.
  • Experience managing Research and Innovation Funds in relation to evidence-generation, collation, analysis and dissemination strategies.
  • 10+ years of experience of successfully managing multi-disciplinary technical and operational teams in challenging, at times conflict prone, and fast-changing contexts, with demonstrated results and impact.
  • Track record of successfully building the capacity of local partners to monitor and evaluate delivery of humanitarian assistance, and of advising donors to improve humanitarian/resilience programming and coordination in contexts similar to and if possible in Pakistan.
  • Track record of managing complex, multi-faceted research, monitoring and evaluation platforms for donor-funded programmes in challenging and fast-changing environments
  • Excellent communication (written and verbal and diplomatic skills) and experience in dealing with high-level officials.
  • Excellent report writing skills and ability to undertake quality assurance of research and evaluation products.
Desirable
  • Working knowledge of DFID's approaches to humanitarian assistance and resilience-building, and experience in supporting programme design, monitoring and evaluation.
  • Familiarity with Problem Driven Iterative Adaptation (PDIA) approaches and their application to humanitarian and disaster relief related donor-funded programmes.
  • Strong facilitation and communications skills, experience in contracting services and ensuring effective delivery of technical assistance.
  • Knowledge and experience of delivering DFID programmes, including ensuring value for money throughout the project lifecycle.
  • Experience of working in Pakistan and knowledge of local (government) humanitarian and disaster resilience mechanisms at national, provincial and district levels as well as supporting donor driven programmes
