Position: Social and Behavior Change Communication (SBCC) Senior Program Manager
Johns Hopkins Center for Communication Programs (CCP) is the lead on the USAID funded Health Communication Project (HCP). The HCP is  mandated to improve health-seeking behaviours and build the capacity of Government, civil society organizations and private partners to design, implement, and evaluate Social and Behaviour Change Communication (SBCC) interventions for improved maternal and child health care in Pakistan.
CCP is seeking applications from experienced and qualified professional individuals for the following position:
Social and Behaviour Change Communication (SBCC) Senior Program Manager (Based in Karachi):
The Social and Behaviour Change Communication (SBCC) Program Manager  will work closely with HCP technical team and USAID’s Maternal and Child Health (MCH) Program partners to develop strategies and interventions that promote the health and wellbeing of women and children at national, provincial and targeted district levels. The SBCC Coordinator will help to forge strong partnership with local community programs implemented by the USAID MCH partners and Department of Health in Sindh to foster the practice of positive behaviour among individuals and communities. The SBCC Program Manager is expected to ignite a health movement that will spur on-going dialogue among married women of reproductive age and their influencers including husband, mother-in-law and community members.  The ultimate purpose of this dialogue is to bring together people and communities to advocate their own health and enable them to live healthier lives. The SBCC Program Manager will report directly to the Chief of Party and will be responsible for the supervision of provincial level staff.
Job Responsibilities: 
  • Assist in reviewing evidence and designing strategies and campaigns for improving MCH health seeking behaviours and attitudes.
  • Liaise with various stakeholders including but not limited to NHSR&C, provincial DOH, development partners, UN agencies and forge healthy working relationships with MCH program consortium partners.
  • Develop, implement and monitor the SBCC strategies and mass media campaigns using both traditional and electronic media.
  • Oversee the quality media productions ensuring that they are appealing to the taregt audience  in terms of substance, form, extension and sensitivity.
  • Ensure proper documentation of all activities undertaken, as well as compile articles/write-ups after each activity 
  • Will be responsible to implement, oversee and monitor the projects IPC activities
  • Assist in development, pre-testing, and evaluation of SBCC material and packages.
  • Assist in capacity building of partners and stakeholders in SBCC skills, including trainings.
  • Carry out regular monitoring and supportive supervision visits in the field.
  • Analyse and provide a report on coverage of the SBCC interventions and assist the analysis on its impact among key audience. 
  • Collaborate with stakeholders to develop SBCC strategies, approaches and innovations.
  • Contribute to identification and scaling-up of best practices in SBCC interventions
  • Participate in development, implementation and dissemination of the project activities
  • Prepare quarterly and annual reports of the HCP
  • Collaborate evidence on the importance of SBCC activities and advocate for more resources and better policies to support SBCC initiatives at national, provincial and community level.
  • Contribute to documenting experiences, success stories, project reports, presentations, briefs and newspaper articles for publication.
  • Other duties as assigned.
Qualifications/Skills: 
  • Master’s degree in communication, health promotion, health education, public health, or other related field.
  • Minimum 8-10 years of related experience in designing and implementing SBCC projects and interventions.
  • Experience of donor funded project specifically USAID.
  • Advanced knowledge of public health and FP-MNCH issues in Pakistan.
  • Ability to read, analyse, and interpret complex documents.
  • Proven track record in designing and implementing innovative, result-oriented behaviour change program in the social sector.
  • Familiarity with the principles, and approaches in community mobilization and SBCC.
  • Strong inter-personal, writing and communication skill.
  • Familiarity with government rules and regulations.
  • Familiarity of working with provincial and district health departments.
  • Fluency in English and Urdu. Knowledge of Sindhi will be considered an advantage.
  • Ability to write reports and business correspondence. 
Salary
Commensurate with experience and qualifications
