Description of the assignment: Consultant for Development of Panel of Conciliators’ Training Manual
Strengthening the Rule of Law Project
In 2012, UNDP began implementation of a Rule of Law Project in the post-crisis area of Malakand Division, Khyber Pakhtunkhwa (KP). Based out of Peshawar, the Strengthening the Rule of Law in Malakand Project (SRLM) is currently in the process of expanding its activities to include three additional districts in KP as well maintaining project activities in all 7 districts of Malakand Division.
SRLM is unique for having a 25% cost-sharing agreement with the KP Provincial Government for its entire budget, indicative of strong government commitment and partnership. The Project is funded by the Swiss Development Cooperation (SDC), Kingdom of Netherlands (EKON) as well as UNDP. In December 2014, the EU and UNDP entered a joint project entitled the “Strengthening Rule of Law Project for Citizens’ Justice and Peace in Khyber Pakhtunkhwa”, with funding provided to UNDP within the framework of the EU-Pakistan Financing Agreement. This Project funds two main areas: ADR and policing.
The Project is oriented around four main and reinforcing goals: (i) enhancing access to justice and legal aid; (ii) building the capacity of courts for greater service delivery; (iii) supporting ‘informal’ justice mechanisms to provide just and speedy services (e.g. ADR); and (iv) strengthening police and prosecution capacity.
