Job Description
Organizational Context
Decentralization & Local Governance is a multi-year, multi-tier, multi sector and multi-stakeholder project launched by UNDP Pakistan to strengthen participatory federalism and decentralization against the backdrop of 18th Constitutional Amendment (2010). The Project views the 18th Amendment through a governance, development and public policy lens and identifies strategic areas of intervention to transition management of democratic devolution at federal, provincial and local levels. The core objective of the project is to develop policy support mechanisms and create institutional mechanisms to strengthen effective service delivery in a manner that is transparent and accountable to the people at the local level.
The provisions of Article 140A of the Constitution of Pakistan make it mandatory upon provinces to devolve authority, power and resources to the elected local governments. These also pose severe limitations on improving services and synchronizing budgets and planning processes with regards to local needs. The 18th Amendment has introduced important steps towards the devolution of authority to local government under Article 140-A. The constitution defines four parameters - political, administrative, financial and electoral - for devolving power to elected Local Government. Decentralization of service delivery is based on the argument that it would lead to improved efficiency as local governments have better knowledge of local priorities and needs. Further, the quality of service would improve as local governments would be sensitive to variations in local requirements and would be open to feedback.
UNDP’s Democratic Governance program in Pakistan aims to build institutional capacities and mechanisms that promote an inclusive system of governance and ultimately contribute to peace, stability and equitable growth. The program aims to strengthen governance institutions, systems and processes for effective, accountable and responsive governance at all levels. This includes building the capacity of institutions to be more democratic and accountable.
Currently, D&LG is working closely with the provincial governments in Khyber Pakhtunkhwa (KP), Balochistan and Gilgit-Baltistan to strengthen their capacities and support the establishment of robust and effective local governments. UNDP Democratization & Local Governance (D&LG) provided technical assistance to Gilgit Baltistan’s (GB) select committee to draft and enact GB Local Government Act 2014. The project also has provided support to the Government of Balochistan in development of a training module on Balochistan Local Government Act, conducted training of both Master Trainers and Local Councilors.
Functions / Key Results Expected
Summary of key functions:
• Provide input in developing the programme/project (D&LG) AWP; focusing programme/project expected outcomes & outputs. • Provide input to project AWP on issues specific to Rights devolution in KPK • Liaise with government departments for effective and smooth implementation of project activities • Effective application of RBM tools to monitor achievements/results.• Prepare regularly reports on activities, outputs and outcomes; extract donor specific reports as required.• Assist in review of the training materials and manuals of LG departments• Assess the training needs of the elected members and official of the LG departments• Assess the availability and approaches of the existing capacity building programs provided by the local government and NGOs• Assist in assessing and formulating the overall training service approaches and process including parameters, criteria for compliance with the agreed training process• Institutional strengthening of the Local Governance school LG departments• Develop training plans and calendars with financial implications• Assist the CTS/Local Governance Specialist in preparation of project reports for successful project implementation and close out.• Share where necessary lesson learned with project staff. • Coordinate meetings, arrange and host donor missions and field visits as requested by CTS/OM.• Any other responsibility assigned by the CTS or Local Governance Specialist
Impact of Results
The key results have an impact on the overall effectiveness, success and impact of the UNDP country programme by strengthening the programme capacity for the core project. In particular the recently developed D&LG support cell at provincial departments addressing in particular training needs, developing the training materials in consultation with LG dept staff/Experts. This position will enhance the project capacity and credibility and support achievement of results to the project and contribute in an effective manner towards the successful delivery of UNDP (DGU) portfolio.
