Since July 2008, Pakistan’s north-western areas of Khyber Pakhtunkhwa (KP) and the Federally Administered Tribal Areas (FATA) have experienced population displacements due to security concerns and military operations against non-state armed groups. Patterns of displacement and return movements have coexisted and remained dynamic. New displacements from one location occurring in parallel with returns to a different location. Though there are numerous variables influencing such population movements, the primary factor is security. As a general trend, when insecurity increases there is displacement, and when insecurity decreases people return.

Over the course of the last few years, all the Agencies of FATA have been affected by militancy and large scale displacements. While it has been possible for some population groups to return home (most notably to Bajaur, Mohmand, Khyber and Kurram Agencies), 2014 saw a massive exodus of people from North Waziristan Agency after government launched military operations Zarb-e-Azb in June 2014 and later from Bara Tehsil of Khyber Agency after the launch of Khyber-1 military operation in October 2014. This latest wave of displacement has brought the total FATA Temporarily Dislocated Persons (TDP) caseload to an estimated 300,000 families (around 1.6 million people), around 70% of which are women and children. In order to meet the emergency food and other needs of a registered caseload, humanitarian agencies are currently supporting 1.56 million people displaced from FATA, both in camps and in host areas in KPK.

Since the onset of the North Waziristan displacement in June 2014, UNDP has been working hand in hand with the Government at National, Provincial and District levels in order to strengthen the local governance capacity to manage this crisis and to provide solutions for both the IDP population and the affected communities in the hosting Districts. At the same time UNDP will also continue to support the FATA Secretariat in the implementation of the FATA Sustainable Return and Rehabilitation Strategy which seeks to address the most immediate rehabilitation and recovery needs in FATA in order to facilitate sustainable returns of more than 300,000 TDP families (including over 100,000 families from North Waziristan) in the coming two years. The Strategy centers around five key pillars of recovery: rehabilitation of damaged infrastructure, re-establishment of law and order, strengthened governance, improved livelihoods and social cohesion and peacebuilding. The Government is keen to ensure solid coordination between the rehabilitation and recovery process and the medium to long term socio-economic development and the much-needed constitutional, legal, judicial and institutional reforms.
Under the supervision of the National Project Coordinator for FATA and the National Security Officer, UNDP, the Security Officer will carry out a range of responsibilities related to analysis of FATA in terms of the safety and security. S/he will provide support to the project implementation with the analysis on the area and maintain a network of international and national security personnel.

1. Threat and Risk Assessment


o Conduct a threat and risk assessment of in operations the agencies of FATA where UNDP project is implemented, identify and implement appropriate risk mitigation measures.
o Assist/ Provide analytical inputs to the National Security Officer and National Project Coordinator on security situation in FATA.
o Assist/ Provide analytical inputs to the National Security Officer and National Project Coordinator on security situation which may impact operations in FATA.

2. Security Plan and Business Continuity

o Provide inputs and assist Implementing partners to establish, maintain and update the security plan and contingency plans.
o Provide security related contributions to the Implementing partners.
o Ensure all staff covered under the security umbrella have appropriate security clearances when travelling in security phase
o Ensure staff members have completed security mandatory trainings
o Provide Security Briefing to the staff members
o Assist Security Unit in conducting Fire, building evacuation drills.
o Ensure all UN security policies are adhere by the staff members in the area of responsibility.
o Support Security Unit in attaining MOSS compliance for FATA Project offices and movements.

3. Information management

o Provide timely and accurate security advice, with guidance from the government, to the National Project Coordinator and National Security Officer
o Immediately report all security-related incidents to the UNDP Security Unit and National Project Coordinator
o Establish good relationships with national law enforcement, military and civil intelligence authorities, traditional leaders
o Encourage an exchange of information relative to risk
o Assume the duties of the security focal point for the project
o Establish Maps of area of operations signifying UNDP presence.
o Ensure Warden system is established and operational
o Ensure security advisories and security information is disseminated to staff members in timely fashion.
o Provide general support to security unit when required.

Impact of Results

The key results will have an impact on the overall quality implementation of the project in the target areas in FATA. More specifically, the Security Officer is to contribute to minimize the risk to UNDP staff, property and operations in FATA and at the same time enabling UNDP project delivery through maintaining a security network of international and national security personnel.

Recruitment Qualifications
Education:
Masters degree in Political Science, Military Studies, Security Management, Management or a relevant field.
Formal training in security risk management will be an asset.

Experience:
  • A minimum of 01 year of relevant security experience is required.
  • Previous experience of working in a conflict/post-conflict or crisis environment will be an asset.
  • In-depth knowledge of security management and risk management.
  • Analytical judgment and management skills Results orientation and efficiency in a multitasking environment
  • Excellent networking and partnering skills
  • Capacity to perform effectively under pressure and hardship conditions
  • Excellent communication and interpersonal skills, report writing and computer skills including Microsoft Word, Excel and Power Point.
  • Knowledge of the ground reality in FATA will be an asset.

Language Requirements:
Fluency in English, Urdu and Pashto is required. Knowledge of other local languages of duty station would be an asset.
Duty Station: Peshawar, with extensive travel to field areas of Bannu and FATA
