Job Description

I: BRIEF BACKGROUND
In 2010, the Scaling Up Nutrition (SUN) Movement was launched globally to support national leadership and collective action to scale up nutrition. The Government of Pakistan joined the SUN Movement in 2013. The intersectoral SUN platform convenes under the leadership of the Ministry of Planning, Development & Reform/Planning Commission at the federal level. The Chief Nutrition Planning Commission acts as the SUN Focal Person in Pakistan. The Ministry of Health Services, Regulations and Coordination plays a key role focusing on nutrition specific and sensitive interventions. The Ministry of Food Security and Research supports household food security efforts, working towards an improved diet through improved access and utilization of foods. The water and sanitation sector is a key contributor to aim for improved access to water, improved sanitary and hygiene practices as a key prevent infectious diseases, a significant contributor to high levels of malnutrition. In a similar way, the education and social protection and women and development are crucial as well.
SUN supportive networks in Pakistan include, the donors, UN (UNICEF, FAO, WHO and WFP who is chairing this networks; CSO, Research & Academia and the Business Networks (chaired by GAIN, WFP and MI). SUN Networks are intended to technically support scaling up nutrition, support the policy and strategy dialogue, and provide technical and financial assistance and facilitate key and cost effective interventions, support research and evidence generation. The networks of UN, Donors, business & CSA have been established whereas research and academia network will be established very soon.
For the effective coordination for all these networks and SUN related activities, it is critical to strengthen the SUN Secretariat at national level and to establish SUN Units at provincial levels with optimal technical and financial resources to ensure effective coordination among different sectors. In Sindh, the Provincial SUN Unit will be established at the P&D (Planning and Development department).
II: OBJECTIVES & TARGETS
· To ensure coordination among the SUN networks, provincial government departments and the stakeholders through the provision of technical support and assistance.
· Technically support the development of relevant multisectoral policy framework and legislative instruments for the scaling up nutrition in Sindh.
· To prepare draft reports/documents.
To support preparation of sector specific action plan for nutrition
Any other, as advised by the supervisor

III: MEASURABLE OUTPUTS OF THE WORK ASSIGNMENT
1. Draft policy papers for multisectoral implementation of nutrition specific and sensitive activities at provincial level.
2. Mapping of intersectoral nutrition (Specific/sensitive) interventions at district and provincial level in consolidated form with regular updates.
3. Ensure regular, efficient and effective coordination among SUN networks, provincial government departments and key stakeholders.
4. Prepare monthly activity reports/documents and share with concerned authorities on regular basis.

IV: REPORTING STRUCTURE
· The incumbent will work under direct supervision of SUN Focal Person and in close coordination with WFP. The evaluation will be done jointly by the Government supervisor and WFP Programme Officer Nutrition.
· The incumbent will work at Provincial SUN Unit (P&D) office with frequent visits to WFP PO as required.
· A signed attendance sheets ensuring minimum 40 working hours spread over minimum 5 working days shall be submitted to WFP PO. Government leave schedule will be applicable.
V: PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS
Output # 1
a. Develop policy papers in close collaboration with Nutrition Cell, DG office and development partners.
b. Provide technical support to the Govt. of Sindh in implementing nutrition specific and sensitive interventions.
Output # 2
a. Coordination with Governments Nutrition cell, DG health and other stakeholders engaged in the ongoing SUN interventions in the province.
b. Effective communication among all stakeholders at provincial level and country level.
c. Drafting and dissemination of SUN related letters, notifications, power points and meeting minutes among all stakeholders.
d. Prepare reports on intersectoral policies, strategies and activities specifically with SUN approach.

Utilizes knowledge of vitamins and nutrients to understand the causes of malnutrition, the relationships between the different types of malnutrition, and is able to articulate the UNICEF conceptual model.

VII: MINIMUM QUALIFICATIONSs (EDUCATION & DESIRABLE EXPERIENCE)
Education: Minimum requirement is advanced university degree in public health or nutrition.
Experience: Minimum at least 3 years of relevant work experience. Demonstrated technical knowledge in nutrition. Experience in strengthening (capacity development) of government and national agencies is desired. Experience in working at policy level forum and coordination among partners is highly desired.
Excellent communication, organizational skills and ability to work in a team. Computer skills, including word processing, spread sheet and other software packages/ systems is required.
Language: Fluency (Level C) in English and Urdu is required.
