Job Description

I: BRIEF BACKGROUND
The transportation of the WFP commodities (Food Items, Non-Food Items and Local Purchases) is done from Pakistan to Afghanistan directly. This position is created to support the above operation.

II: OBJECTIVES & TARGETS (Attach the individual work plan) (Annex A)
The objective of the position is to provide support to the Afghanistan transport operations related to the boarder (between Pakistan and Afghanistan) crossing, documentation and to deal with all sort of transporters as well as the Afghanistan Country Office, Logistics and Pipeline to avoid any delays in Karachi and on the boarder in the movement of the commodities to be moved to Afghanistan.

III: MEASURABLE OUTPUTS OF THE WORK ASSIGHMENT
With the delegated authority of the Logistics Officer or his substitute
1. No of STOs and deliveries in WFP corporate system pertaining to cargo movement of Afghanistan.
2. No of conveys (trucks), documents, manifest issued.
3. No of full record of exemption certificates, NOCs and other related documents.
4. No of trucks delayed on the Pakistan Boarder

IV: REPORTING STRUCTURE
The Job holder will work under the overall supervision of Head of Logistics Sindh and under the direct supervision of the National Logistics Officer (NOA).

V: PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS
1. Advance planning as per call forward, availability of requisite Food & NFI commodities, coordination with stockholders (i.e. port, warehouse, transporters etc.).
2. Preparation of STO on daily basis for the dispatches of Food & Non Food Items in-time from warehouse for the implementation of FIFO methods, regular monitoring of expiry date / shelf life of commodities and to minimize WH losses, to the various destinations in Afghanistan.
3. Ensure that WFP convoy move without cross border hurdles between Pakistan and Afghanistan.
4. Close coordination with AFG logistics for raising of STOs according to the requests, Warehouses & Govt: authorities for the smooth movement of WFP Food and Non Food Item, as per Plan.
5. Coordination for uninterrupted cross-border operation for Afghanistan, arranging Pakistan NOC exemptions & coordination with Afghanistan Logistics Team for commodity dispatched from Pakistan to Afghanistan.
6. Maintain accuracy of stock status, commodity request status and commodity movement status reports on daily basis and timely coordination with pipeline, port authorities and WFP colleagues for expected/actual date of arrival of the commodities for further planning etc.

2. Supports the planning, forecasting & resource management efforts of own team by collecting data from diverse sources.
3. Collates accurate and timely information and data to enable informed decision making on reporting within individual unit and consequently the greater humanitarian community.
4. Ability to collect and collate necessary information to enable WFP to make informed operational decisions.
5. Demonstrates ability to implement operational supply chain procedures and normative guidance in order to manage WFP’s operations effectively through corporate systems, and ensure loss mitigation.
6. Demonstrates awareness of the importance of technical assistance and coordination with key stakeholders and an ability to carry out logistics activities, respecting individual mandates and programme priorities.
7. Training and/or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems.
8. Knowledge of commodity management practices.
9. General knowledge of UN system policies, rules, regulations and procedures governing administration

VII: MINIMUM QUALIFICATIONSs (EDUCATION & DESIRABLE EXPERIENCE)
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Minimum Education:
Completion of secondary school education.
Desirable Education:
A University degree and or certification in the related functional areas (Supply Chain Management / Business Administration or closely related field) is desirable.
Minimum Experience
Minimum four years of progressively responsible support experience including at least two years in the field of Supply Chain Management with at least one year at G4 level or equivalent.
Desired Experience:
Experience using corporate systems to monitor ongoing shipments, pipeline information and food stock.
Experience in measuring service providers’ performance against set Key Performance Indicators.
Experience in assessment for contract evaluation.
Experience of utilizing computers, at least good knowledge of MS Office (Word, Excel and PowerPoint) and other related software packages is an asset.
Language: Fluency in both oral and written communication in English with proven knowledge of local languages of the duty station is mandatory.
