Job Description

PURPOSE OF THE POST
To provide support to the UNICEF Provincial Programme Office, Education in KP (Peshawar) in planning, implementation and administration of project activities, monitoring financial assistance, supply and logistics.
MAJOR DUTIES AND RESPONSIBILITIES
Prepare detailed cost estimates, budget analysis and supply inputs for various project tasks. In consultation with counterparts and supply section develop specifications; estimate budget and delivery lead time for supply requirements for Education projects in KP.
Maintains complete record of projects, cash and supply inputs. Alerts counterparts and Programme officers on any discrepancies and maintains routine correspondence related to cash and supply assistance to projects. Reviews partners’ requests for cash assistance. Follows-up on cash advances, scrutinize accounts and relevant documents upon submission for liquidation for processing through finance section. Flags Direct Cash Transfers (DCTs) approaching six months to counterparts for necessary action.
Responds to queries from counterparts related to financial transactions and accounts and supply requirements and delivery status. Assists Programme Specialists in monitoring the administration of project budgets and utilization of project accounts. Timely follow up on progress reports from counterparts.
Contributes to the preparation of Donor Reports (financial reporting). Prepares internal financial reports on funds advances, management and utilization for use by programme specialists. Prepares briefing notes for meetings with management, counterparts and donors. Participates in briefing and de-briefing of project personnel.
Provides training/orientation to counterparts on UNICEF financial rules and regulations related to cash and supply assistance.
Monitors and reports on safe arrival of supplies at project sites. Follows-up on Government / counterpart receipt of supplies. Alerts Programme and Supply Section on any problems requiring correction. Assists Supply Section in conduct periodic visits to project sites and stores to check inventories, supplies, quality control, distribution and existing supplies. Checks pattern of supplies utilization by preparing supplies utilization monitoring sheet to assess the appropriateness of supplies by the beneficiaries.
LANGUAGES
Fluency in English and Urdu languages required. Knowledge of local language of the duty station is an asset.
