Job Description

Introduction:

The International Labour Organization’s (ILO) partnership with its constituents on the prevention and elimination of child labour has a long historical background in Pakistan. In this regard, over the past 20 years, the ILO has supported the Government of Pakistan (GoP) and the social partners to tackle Child Labour and Bonded Labour through various interventions ranging from institutional support to capacity building, policy and legislative development/review and direct actions. The success of previous initiatives has demonstrated the value of ILO’s approach which highlights that the complex and multi-faceted issue of child and bonded labour can only be effectively addressed through multi- strand programming. Deriving its strength from its tripartite constituency, the ILO has well-established networks and partnerships with various stakeholders, within and outside the country, including the Ministry of Overseas Pakistanis & Human Resource Development (OP&HRD), Employers’ Federation of Pakistan and Pakistan Workers’ Federation, at the national level; provincial Departments of Labour as well as district level counterparts including employers and workers affiliates; and NGO/CSOs.
Most recently, ILO and Stora Enso, a leading global provider of renewable solutions in packaging, biomaterials, wood and paper, have entered into a unique Public-Private Partnership (PPP) to strengthen Stora Enso’s global policy and efforts to promote decent work and progressively eliminate child labour in its value chain in Pakistan. The agreement has global and Pakistan specific local components. The first one will focus on aligning policy and practice with international labour standards and increasing the company’s knowledge of child labour and other labour rights. The second component aims to promote decent work and combat child labour in the value chain of Bulleh Shah Packaging (BSP), Stora Enso’s joint venture in Pakistan. The global component of the partnership will start with the ILO providing Stora Enso technical support to strengthen its policies and due diligence processes on child labour and other labour rights. The Pakistan specific component will include research, technical assistance and capacity building support towards BSP employees, implement pilot community interventions and ensure availability of technical support to mainstreaming decent work in the value chain. This component is expected to contribute towards promotion of the Decent Work Agenda through its support to realise the Fundamental Principles and Rights at Work, particularly ILO Convention No. 138 on Minimum Age and ILO Convention No. 182 on the Worst Forms of Child Labour. Also in line with these guiding principles, the project promotes sustainability through capacity building, including of the social partners, at different levels.
To facilitate the implementation of the Pakistan specific component, ILO Country office for Pakistan is hiring a team of project staff which includes a National Project Coordinator and Project Administrative and Finance Assistant.
Reporting lines:

Under the direct supervision of the National Project Coordinator, and overall supervision of the ILO Country Director, Country Office for Pakistan and in close collaboration with relevant programme staff, the Administrative and Finance Assistant shall be responsible for day to day support to the project implementation of the Pakistan Specific Component of the Public Private Partnership agreed between Stora Enso and ILO..
Main duties and responsibilities:
Administrative Duties
  • Responsible for good maintenance of project administrative files and records. Search and select information and records in specified format or on the basis of general instructions for use by others in preparing reports, correspondence, technical papers, project or programme plans and general reference documents;
  • Provide advice and assist staff members and their dependents by processing requests for visas, identity cards, driving licences, and other necessary administrative documents in accordance with the requirements of the project and the ILO as well as the country of the duty station;
  • Draft correspondence, faxes, memoranda and reports on administrative matters from oral instructions, previous correspondence or other available information sources in accordance with standard office procedures:
  • Classify and code material relating to a number of subject-matter areas. Maintain general office files or provide guidance to the registry clerk in performing this duty;
  • Make travel arrangements, hotel reservations and prepare travel authorization forms.
  • Advise, respond, make arrangements and solve problems for the procurement, shipment and receipt of office and project supplies and equipment and household effects, including customs clearance. Prepare notification of dispatch and verify invoices;
  • Provide secretarial and/or administrative support for meetings, seminars and/or workshops;
  • Perform liaison duties with concerned stakeholders including ministries and departments for required clearances;
  • Maintain, update and transmit inventory records of non-expendable equipment; and
  • Perform other duties as assigned by the supervisor.
Financial Duties:

  • Maintain financial records for project or other office accounts for which responsibility is assigned; Code and record receipts and payments, verify the accuracy of calculations and the completeness of supporting documents, and maintain a continuing status of allotments against obligations.
  • Classify and assign budget codes, verify and process claims for payment, and check vouchers, prices and claims invoices; Check and correct accounting information files (computerized and/or manual) and identify incorrect data.
  • Enter financial data into computer and print financial reports; Prepare recurring reports on assigned accounts, noting problems resulting from excess cost or less than expected receipts. Prepare reports to clarify problems or as requested for other reasons.
  • Calculate and compile cost estimates and projected budget requirements, and assist in the preparation of budget statements for the area of assignment. Provide secretarial and/or administrative support for meetings, seminars and/or workshops.
  • Perform other duties as assigned by the Director.
Required Skills
Sound knowledge of administrative/financial procedures and practices and modern office procedures.
A good knowledge of the work of the ILO and of administrative procedures governing official travel, intra- and inter-office communications, the preparation of documents and administrative forms, Proven ability to use word processing software and email.
Ability to use other software packages required by the work unit.
Ability to reply in an appropriate manner to telephone and in-person inquiries.
Ability to work well with colleagues and organize own work. Ability to evaluate correspondence and inquiries for best course of action.
Ability to obtain services from other work units inside or outside the office for completion of tasks.
Ability to search and retrieve information from databases and compile reports.
Ability to respond to requests from officials from government offices, ministries, ILO constituents and NGOs. Ability to determine relevant background and reference materials for others, and to screen requests for urgency and priority.
Ability to deal with confidential matters with discretion.

Languages:

Excellent knowledge of Urdu, and good knowledge of English.
